Job Overview
The Cross-disciplinary Controls Lead Analyst is a strategic professional who serves as a recognized technical authority within the Cross-Border Activities Control Execution team. This role is accountable for leading the end-to-end design, execution, and governance of complex cross-border controls for Wealth Management globally.
The C13 officer will own and oversee Corrective Action Plans (CAPs) to ensure end-to-end completion, draft updates to operational guidelines and procedures, obtain stakeholder non-objections, and drive large-scale control enhancement and automation initiatives. Requiring significant autonomy and independent judgment, this individual acts as a Subject Matter Expert (SME) to senior stakeholders, ensuring that regulatory and Citi policy requirements are met while maintaining a seamless employee and client experience.
Key Responsibilities:
- Strategic Control Design & Creation: Lead the end-to-end design, creation, and implementation of complex cross-border controls, metrics, and Key Risk Indicators (KRIs) for Wealth Management globally. Ensure controls are robust, sustainable, aligned with the global Citi Cross-Border Activity Policy, and meet Permitted Activities for businesses and Country Conduct Rules (CCR) adequacy requirements.
- CAP & Issue Governance: Oversee the governance of Corrective Action Plans (CAPs) and issues for the Cross-Border team. Perform root-cause analysis on control failures, design sustainable remediation strategies, and perform rigorous QA on CAP closures to prevent recurrence.
- Policy & Procedure Formulation: Exercise control over policy formulation, planning, and governance. Review, update, and approve global cross-border guidelines, policies, and standard operating procedures (SOPs), ensuring alignment across the First Line of Defense (1LOD), Second Line of Defense (2LOD), and support functions. Obtain non-objections from key stakeholders, including In-Business Risk, Legal, and Independent Compliance Risk Monitoring (ICRM).
- Control Enhancement & Automation Leadership: Drive strategic initiatives to enhance and automate controls. Leverage Artificial Intelligence, data analytics, reporting tools, and technology solutions to transition from manual monitoring to automated, continuous control execution, reducing operational friction and enhancing the Activity Control System (ACS) application.
- Risk Mitigation & Escalation: Ensure that emerging risks identified through control execution or trend analysis are socialized with key stakeholders and that robust mitigation strategies are in place. Escalate critical control issues to senior management and the C15 Officer with transparency.
- SME & Stakeholder Management: Act as a Subject Matter Expert (SME) on Citi's Cross-Border Activity program. Guide, influence, and negotiate internally, often at a senior level, to drive directional risk strategy and promote a culture of compliance.
- MCA Execution & Governance: Drive the Manager’s Control Assessment (MCA) execution, monitoring, approvals, and continuous improvements for the sub-function. Ensure controls remain adequate and collaborate with the Control Tracking Unit (CTU) and MCA Annual Risk Assessment teams.
- Leadership & Mentorship: Provide guidance, coaching, and support to junior team members (including C11 and C12 officers) to foster a strong risk-and-control culture and accelerate their learning curve.
Qualifications:
- Experience: 6+ years of experience in Financial Services, with a strong background in Wealth Management, Cross-Border Activities, Risk Management, Compliance, or Control Design.
- Skills:
-
- Demonstrated track record of designing end-to-end controls, metrics, analytics, and reporting.
-
- Strong strategic planning, trend analysis, and complex problem-solving skills.
-
- Excellent communication, diplomacy, and negotiation skills, with the ability to influence senior stakeholders.
-
- Proven ability to work with a high degree of autonomy and exercise independent judgment.
-
- Experience in driving process improvement and automation initiatives.
-
- Meaningful knowledge of the risk management framework, including risk identification, risk appetite, and governance.
- Competencies: Strategic thinker, solutions-oriented, highly organized, and capable of managing complex/critical deliverables.
- Education: Bachelor’s/University degree or equivalent experience. Master's degree is desired.
