Job Description

Meta's Regulatory Readiness team ensures the company is prepared for the evolving global regulatory landscape. We monitor, prioritize, and drive action on regulatory developments that affect Meta's products and billions of users worldwide. Our regional teams combine regulatory intelligence and risk analysis with structured program management to ensure Meta anticipates and responds to regulatory change effectively.We are seeking a Regional Regulatory Readiness Program Manager to join our Europe, Middle East, and Africa (EMEA) team. You will manage Meta's responses to regulatory inquiries and reporting obligations across EMEA — working with subject matter experts across the company to transform complex regulatory questions into clear, comprehensive responses that tell Meta's compliance story. You will deliver regulatory risk intelligence, drive readiness programs, support election readiness, and coordinate cross-functional response to regulatory developments across one of the world's most dynamic and diverse regulatory environments. This is a high-impact individual contributor role for someone who thrives on managing complex, time-sensitive regulatory workstreams across multiple stakeholders.

Program Manager, Regional Regulatory Readiness - EMEA Responsibilities:

  • Manage regulatory information responses and reporting: Own end-to-end management of responses to regulatory inquiries, statutory information requests, investigations, and consultations across EMEA, with a particular focus on Europe. Coordinate the preparation and delivery of transparency and compliance reports for the region, ensuring responses are accurate, consistent, and on-time
  • Coordinate cross-functional workstreams: Intake and triage new regulatory demands, develop response strategies, engage subject matter experts across legal, policy, and product teams, manage timelines, and drive accountability to meet regulator deadlines
  • Drive readiness programs and landscape monitoring: Track regulatory developments and emerging pressures across EMEA to inform priorities. Manage regulatory readiness workstreams to prepare product and operations teams for new obligations and enforcement deadlines. Support cross-functional elections preparedness workstreams across EMEA
  • Communicate and report: Produce polished executive communications on response status, compliance posture, and emerging risks. Distill complex regulatory issues into clear, actionable materials for diverse audiences
  • Build scalable processes: Develop and improve workflows, tools, and frameworks that enable the team to respond more efficiently and consistently as regulatory demands grow

Minimum Qualifications:

  • 5+ years of experience in program management, regulatory affairs, public policy, compliance, risk management, or related fields
  • Demonstrated ability to manage complex, time-sensitive programs with multiple cross-functional stakeholders and hard deadlines
  • Experience working within the EMEA landscape, with demonstrated depth in at least 2 or more key jurisdictions
  • Excellent written and verbal communication skills in English, with the ability to produce polished, executive-ready materials under time pressure

Preferred Qualifications:

  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Strong organizational skills and ability to drive accountability in a fast-paced environment
  • Proficiency in a relevant language in addition to English, as the role involves coordinating regulatory responses across multilingual EMEA jurisdictions
  • Experience working in global organizations across time zones
  • Background in managing relationships with regulators or government stakeholders
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience in the technology sector, particularly around content regulation, data protection, AI governance, online safety, or platform accountability
  • Advanced degree in law, public policy, international relations, political science, or a related field
  • Knowledge of key EMEA regulatory frameworks and processes
  • Experience with regulatory transparency or compliance reporting
